Go to Blogger > Design > Edit Html
Important! Backup your blogger template
Search for .post h3
Replace it with .post h2 in all occurrences
Then with HTML Editor still open search for:

<h3><data:title/></h3>

And replace it with the following code:

<h2><data:title/></h2>

The final step is to save your template and now you have a better SEO title tag
